You can infer from the context but if anyone wants to know more about the phrase “the outstretched hand does not hit the smiling face” (伸手不打笑脸人), here is an explanation.
Basically, it means that it is hard for the individual to lay their hand on the other person for something that they have done for which normally, they would be punished for.
Why is that so? Well, because the other party has a smile on their face as they admit their wrongs.
So it’s harder for the individual to do anything against that.
